He holds a Diploma in Hospitality Management from the Nova Scotia Community College and a Master of Business Administration (MBA) from Saint Mary's University. He has held administrative and managerial positions in private industry and government since 1980.
Kelly has been criticized for the failure of the city's sewage treatment plant,[4] and giving $400,000 of public money as an unauthorized loan for a Black Eyed Peas concert which was never repaid when the promoter went out of business.[5]
Kelly has come under fire about his role in what is referred to the "commons concert scandal"[6] in which Kelly has been accused of violating the city charter, city financial controls and accepted bookkeeping practices surrounding the payments to be made to Power Promotional Events for past concerts from January 2006-March 2011.[7]
